It was designated as the first climate positive project in China by the international organization C40.

The completion of a nation-wide, strategic and quantitative assessment of the potential carbon emission reduction impact of the planning and implementation of low carbon planning design interventions across cities in China over the next decade. This assessment will serve as the technical validation of the importance of scaling up both the plan making as well as the implementation of the key low carbon planning design policies in China, as a significant contribution to the national and local goals of carbon peaking and naturalization.
